I generally make it the provision hub for a lot of the surrounding farms and more remote settlements to get connected to my settlement network, basically like a caravan crossing for my people. I've had issues with some settlements seemingly taking a long time to open up. Nordhagen was the most recent one. I kept trying about every game week and finally they offered the quest.
